How do I calculate the total of commercial Receptacle VA if the bldg. has 175 general purpose outlets?

That is correct but, that will not be the end of it as far as the feeder or service load calculations, see 220.44 for the demand factor.

21,500*.50=10,750
so,
10,000+10,750=20,750 VA
