trying to find a company that sells coveralls that fit short people . the persons body is a large with a 29" leg. or inseem at best . all the companies have large with 34" leg.
this has become a stumbling block for that person .

Ever hear of 'blousing bands?'

Common in the Army, these are little elastic bands with a hook on either end. Sixed to fit around the ankle, the excess trouser leg is folded under the band.

There are also fancy velcro & elastic versions available. Check US Cavalry, or your local surplus store.

Are these coveralls FR rated?

If they are using a "Blousing band" or other strapping may be an issue.

Not really.

I believe, ASTM(F2757-09) allows an end-user to "hem" their pants with non-FR thread. Other types of alterations, by the end-user are not allowed.

Yes, that was a recent change. Before that you were not allowed to.
