Is it allowed to use wire nuts to splice a 240 volt motor cable outside the motor junction box?

what is the strand class of the motor leads?

Why is there a 240 V splice outside an enclosure??

What article in the NEC states that the use of wire nuts used to splice outside the the 240 volt junction box (i.e. pecker head)is not authorized?
 
I'm a little curious. Is the motor j-box missing? Why would the joints not be inside the box. Just in case it is an issue, it doesn't matter if you use wire nuts, crimp connectors, or lugs, the terminations must be in the box.
