Bond between ground bars

Was working at a local hospital the other day when another electrical outfit went into one of the panels we installed. The guy told my foreman that there needed to be a bonding jumper between the two ground bars to meet code. I didnt think that was the case, has anyone ever heard of this??

If the panels are normal and essential system panels and are serving the same Patient Care area the other guy is correct, read 517.14

Then I think the other guy may be misinterpretting the requirement.

He is probably thinking about article 200.2(B) which is for the neutral, or grounded conductor, not the equipment grounding conductors.
