grounding bushings at service entrance

do you have to use grounding bushings on both sides of a nipple at the service entrance? or can you just use the grounding bushing on one side of nipple?

Yes as Dennis stated you only need to bond the metallic service raceway on one side. That's because you're only bonding the raceway with a method that goes beyond using standard locknuts. The meter enclosure is bonded to the grounded conductor and so is the service disconnect or panel so the only real concern here is that the metallic service raceway is not relying on standard locknuts for bonding.

Would like to add that it's most convenient to place on the panel side, on the premise that the AHJ will want to see it, and POCO may have already placed the meter and seal (in response to the funky order of events in this area).
