Life-Safety ATS - Time Delay transfer to emergency power source

Should the time delay for Life-Safety ATS (serving emergency egress lights, fire alarm, etc as defined by code) to transfer to Emergency power source is 0? Or no delay at all?

700.12, IMO 10s is the time that generator needs to start after the bldg. lost normal utility power, it is not the delay time for ATS to transfer to emergency system once generator already started.

I believe 10 seconds is the time in which the ATS must connect the load to the generator after losing utility.

Do you mean time delay to transfer after generator is stabilized and ready to accept load?

The fire marshalls I've worked with always required the time to start upon loss of utility, the generator has to start, stabilize, and transfer in that time period
