Grouping of Service Disconnects

I had a call from a local inspector that had a question on grouping of service disconnects. The situation is as follows. A older commercial building used to have three tenants. There has been a moderate degree of renovation and now there is going to be only one tenant. There are three seperate services that feed three different main breaker panels. Some of these have at least ten feet of service entrance conductors entering the building before terminating into an overcurrent device. He said that all three meters are twenty to thirty feet from each other and are within sight of each other. He feels that at the very least a sevice disconnect should be required at each meter location with a plaque denoting the others. He would prefer having all three located at one location. He said that contractor said tenant lease may fall through because of additional expense. I told him that I agree that there should be at the very least a service disconnect at each location with a plaque. This is in a very old building in a historic part of town. Most likely electrical contractor did not figure in this additional cost. I would like to get your feed back on what you believe is required by code. I also realize that under special permission that the code allows more than one service.
