Using a Panel as a Pull through

In the 2005 and/or 2008 code book, where does it say that we can use a panel as a pull through with the proper equipment. Thanks for your help.

I got a boss trying to fight me on this. I know that i am correct. Hopefully this proves me correct.

HA! This made me laugh.

Just wanted to add that this section was changed for the 2011. I don't know if the change was needed but instead of saying "it shall not be allowed unless...", it now says "shall be permitted if...". Maybe it will start to extinguish that particular misconception.

2008
312.8 Enclosures for Switches or Overcurrent Devices.
Enclosures for switches or overcurrent devices shall not be
used as junction boxes, auxiliary gutters, or raceways for conductors
feeding through or tapping off to other switches or
overcurrent devices, unless adequate space for this purpose is
provided.

2011
312.8 Switch and Overcurrent Device Enclosures with Splices, Taps, and Feed-Through Conductors.
The wiring space of enclosures for switches or overcurrent devices shall be permitted for conductors feeding though, spliced, or tapping off to other enclosures, switches, or overcurrent devices where all of the following conditions are met:

The conditions are the same as 2008 except for this little gem added:

(3) A warning label is applied to the enclosure that identifies the closest disconnecting means for any feed through conductors.
