I have a 30a 240v feed out to a Tool Shed. Customer wants 4 circuit panel installed. Having to drive ground rod, where will I find the wire size needed from gnd rod to panel?

250.66 or 250.122

T250.66 and 250.66(A), note you probably need 2 rods.

If you cannot get 25 ohms with one rod you are required to install another, 250.56 in 2008 and 250.53(A)(2) except. in 2011

If the area is really easy to get 25 ohms with one rod and you are doing a hundred homes it may be worth it if the inspector doesn't make you prove each one to him/her.
