Interesting you ask ... last week, a floor finisher came to sand and begin refinishing our kitchen floor. He had a Clarke drum sander. I looked at the motor on it, and asked how he got the 208-230 power for the 4HP 3 phase motor. He said he plugs it into a standard range or dryer outlet. (you don't wanna know HOW he does that)

The motor has a large junction box looking thing that wraps around ... my guess is that there is an inverter including soft start (ramp) in it ... but he didn't know. You can sorta see it in the picture here; http://www.americansanders.com/products/sanders/floorcrafterbeltsander.aspx
