Firestopping

If you have open ended conduits with about 50 Cat 5 cables running through it for Information Technology Equipment do you have to put firestop on the inside of the conduit?

If this is a 645 installation, I would say yes.

645.7 Penetrations. Penetrations of the fire-resistant room
boundary shall be in accordance with 300.21.

I don't think we are doing the OP a service by simply answering "yes."

With such an answer, he's likely to think he most pack the conduit full of caulking, making it difficult to pull future cables through. This is not the only solution.

Keeping in mind the behavior of many fire-stop products, as well as some of the marketed assemblies, I think he has other options.

For example, he can stuff a 'pillow' in the pipe. Such a product could be readily removed, then re-inserted, should it become necessary to pull another wire.
