I'm sure they'll have an Electric Vehicle Meter Receptacle Compliance Officer (EVRCO) who will regularly check for that. This "idea" will probably fail just like Mr. Patricks Evergreen fiasco.

For the majority of the US, either 28 or 38 states, you can not resell electricity, IE can't charge for the power for charging an EV.
In Washington that law was just changed to allow reselling electricty.

I don't think it's that you can't resell electricity, it's that you can't resell it for a profit, but then I haven't checked on that in a while, so I could be mistaken.:roll:
