Rating of Transfer Switch connected with a CB

Hi there,
First of all, thank you to let me ask you this qst.
Here is my qst:
What are the maximum ratings for a 100% rated circuit breaker located upstream, and one located downstream of the 200A Transfer Switch that will protect it?
Eg. In our case, if the upstream 100% rated circuit breaker in cell 4 of the switchgear is rated 200A, and the downstream 100% rated main circuit breaker in the panel board is rated 200A, will these circuit breakers protect the 200A transfert Switch?

Please review the proper application of a 100% rated breaker first. Often times a 100% rated breaker doesn't add anything to the application besides unneeded additional expense and the possibility that it can only be applied at 80% anyway.
