Generator 20amp Inlet Box

Does anyone see a code issue with this setup:
20 amp inlet box (see photo) out of back with 12/2 NM cable to two duplex GFCI receptacles in a basement. Rec's are only powered when the portable generator is plugged into the inlet box.

no different than an extension cord from the gen set to a power strip IMHO. no cocde issue that I can see. a A heck of a lot more convenient than the extension cord way too!
 
Just one problem.... how are you going to energize a 120/240 power inlet with just 120 volts?

I'm assuming that they want to use a 120/240-20 amp cord from the generator. Load side of the twist lock device in the inlet box will only use 3 wires instead of 4.
