Is there any way to deal with this particular problem short of redoing the concrete?

I wonder if you could put mesh down on top of the existing concrete and pour an inch or so of concrete on top of the mesh.

Wouldn't most such concrete pours have mesh in them already that could be attached to somehow?

It may be an error in judgement, but, since 680,26 allows the #8 to be in the concrete, we have allowed the concrete to be saw with a #8 installed in the cut and ladders, sldes, ect cut out for bonding then the concrete sealed back
