Bonding underground conduits

If metal conduit from underground feeds a metal enclosure, is it required for all metal conduits coming from underground be bonded to the metal enclosure?

Are you sure these code sections apply? It looks like these code sections are for armored cable. If the conduits are suppose to be bonded to the EGC, which doesn't exist, wouldn't the underground metal conduits be acting as the EGC and thus need to be bonded together and to the metal enclosure?

Yes, 250.86 would apply to non-service raceways.
