Is it legal to specify and install non-UL listed lighting fixtures in the USA

Legal to specify them and sell them but you can't pass an inspection if you install them.

To add to what Bob posted 410.6 requires all luminaries to be listed.

Also keep in mind that there are other listing agencies other than just UL, such as ETL CSA etc...

For all fixtures yes, fixtures for wet locations, hazardous locations etc. where already required to be listed. (I believe)

Correct, 410.4(D) required luminaires located in bathtub and shower areas to be listed for damp locations or wet location where subject to shower spray.
