Electrical Room

We have had a room in one of our high rise commerical office buildings and for years that has enveloped with a secure room by another agency and I did not have access to the secure room for a long time until they finally issued me a key. Is this not a violation of fire and electrical codes?

See 110.26(G) and 240.24(B), and 240.24(B)(1)&(2).
Not sure who "they"is, but it "they" are building management, then I see it as per the NEC. Fire Code I can't answer.

While, by looking at your title, you probably should have had access to this room, as long as someone could access it, I don't see a violation of the NEC either.

One has to maintain the required space around the electrical equipment, the office space is not unusall as long as the E. equipment space is maintained.
