If you have an overhead service, the mast connects to the meter thru a hub.

No extra bond required. Now connect a short rigid nipple from meter to

disconnect & bonding locknuts are required. Why the discrepancy ?

I'm not sure that there is a discrepancy. Take for example a run of rigid conduit in a classified location. Is extra bonding methods required around each threaded coupling? The hub on the meter is esentially the same concept.

Article 250.92(B) lists the method of bonding service equipment and raceways. Threaded hubs are approved for bonding the raceway to the meter base. With the nipple below, standard locknuts alone does not meet the requirement.

It should have something like that if this is in a wet location. The hub would be permitted to bond the nipple since it would only require bonding on one end.
