I do not think so; however, GFCI protection is required if the receptacle is within 6 feet of the sink. 210.8
I was assuming sink is not located in an area specified by 210.52
(C) Countertops. In kitchens, pantries, breakfast rooms,
dining rooms, and similar areas of dwelling units, receptacle
outlets for countertop spaces shall be installed in accordance
with 210.52(C)(1) through (C)(5).
I have wondered why all of the counter top receptacles do not require GFI protection. It seems to me one could be just as grounded on the stove as on the sink.
Where is the wet bar?

This has always confused me, would a wet bar not be a similar area?
Why debate wether GFCI is required or not ? We always wired a wet bar with
GFCI protection & moved on.
