No license required exemption Debate

In my area they have a loop hole in the licensing law that allows non licensed workers to do electrical work for an employer so long as it is on an employers premises and the building is not for sale, rent or lease.

The debate that keeps comming up is that this is allowed for 'public' access buildings, such as stores, state buildings resturants, manufacturers , even hospitals etc.. Some contractors/people want to change that loop hole because they see it as being 'unfair' in a bid to do electrical work and for safety reasons in a hospitals.

What is it like in your area?? Other than a private homeowner working on his own house, does your area allow businsesses including hospitals, stores etc.. to let non licenses workers do electrical work??

New Mexico allows businesses (without a contractors license) to pull Annual Permits for maintenance and operations work, but requires that a licensed journeyman be employed to supervise any work.
