I am looking for a document that will be able to tell me what the safe working distance would be around a 5kv interlocked armor cable. This cable is in a cable tray on a top of a roof.

In addition, should the cable tray be identified as containig 5kv cables?

From 392.18(H) in the 2011 code:
(H) Marking.
Cable trays containing conductors rated over 600 volts shall have a permanent, legible warning notice carrying the wording “DANGER—HIGH VOLTAGE—KEEP AWAY” placed in a readily visible position on all cable trays, with the spacing of warning notices not to exceed 3 m (10 ft).

However you have a cable, and do not have "conductors" so in my opinion the marking rule does not apply.
