mixed conductors in man hole

According to 300.3 (C)(2)(e), conductors over and under 600 V can occupy the same man hole if the are racked and separated. It then says that if the conductors are nonshielded and at different voltages they cannot occupy the same enclosure.

Q: Can THHN and 15kV cable (at 8320 V with a tape shield) be in the same underground man hole?

This job is needing directional boring due to finished, paved surfaces and we would like to use a centrally located man hole between a HV switch feeding a remote transformer as a pull point for future 480 V needs. I meet all dimensional requirements for the angle/straight pulls.

Yes the shielding is required in enclosure, cable, or raceway....
But it is specifically allowed in manholes "if the conductors of each system are
permanently and effectively separated from the conductors
of the other systems and securely fastened to racks, insulators,
or other approved supports"

That's what I was thinking as well. I was just uncertain if BOTH voltage conductors needed shielding. Thanks

Has anyone else had any experience with this? I have a call into my AHJ to get his insight as well.
