Luminaire Box for Dweling

I recall seeing somewhere that in dwellings, boxes for bedrooms and living rooms were required to be ceiling fan rated even if no ceiling fan was to be installed. I can not find it any where in the NEC 2008. Can any body give me some guidance ?

I think this may be what you are looking for. It was added to 314.27(C) in the 2011.

Where spare, separately switched, ungrounded conductors
are provided to a ceiling mounted outlet box, in a
location acceptable for a ceiling-suspended (paddle) fan in
single or multi-family dwellings, the outlet box or outlet
box system shall be listed for sole support of a ceiling suspended
(paddle) fan.

the section says spare conductors. does that mean that if you were to run a 14/3 with one coductor being a spare then the box is required,or if the box is a spare its required? a bit confusing.
