This is a building code requirement and for the life of me I cannot recall when it was first employed. I am thinking back in 2002 or so. Someone will know. Wow if Jumper is right then I am way off....

I am pretty sure it predates 2002, I wired some duplexes in 1999 and I installed them. Coulda been a spec though.

No, my brain is gone. Time goes by so fast that I forget that I have been wiring smokes like that for 18 years-- just doesn't seem that long.
 
Here in Kansas around 1997. We were just putting one on each floor outside

bedrooms, one on main floor, one in basement. 1999 or 2000 we changed to

the current requirements.
 
The requirement is found in the International Residential Code(IRC) section R314
This code is adopted in many or most jurisdictions for one and two family dwellings.
BTW, carbon monoxide detectors are now required in dwelling units when there is an attached garage(R315.1)
