2011 NEC Annex I

In Informative Annex I of the 2011 NEC there are recommended torque tightening values for equipment that do not have that information. In Tables I.1, I.2, and I.3 there are columns A and B with different torque values. Can anyone tell me what the difference is between those columns and how to apply columns A or B. Any help will be very much appreciated.

This article says Column B is for standard field torque specs.
