Just an observation!

Was at a large university this week and I noticed that all receptacles that I seen from conference rooms to dorm rooms are installed vertically and was surprised that the ground pin was at the top. Any comments on why they were installed this way?

That is a common specification by some design engineers. It has been proposed as a code rule for many code cycles and has always been rejected.
Note this issue has been discussed many times here on the forum and there is no need to discuss it again so I am closing the thread.

Because that is allowed. What is not allowed is a discussion of ground up/down. Too old and worn out a topic. I am closing this thread before Bob gets a chance to do it.
