There is no code section that says that.

We can do that assuming there was a neutral with the circuit and the overcurrent protection is correct.

Would this also mean that you could by rights install a 20 amp 240v feed to an outside condensing unit, pull a neutral along with it, and tap off of the line side of the disconnect to feed a 15 or 20 amp 120v GFI Receptacle next to the pullout?

If you're going to supply more than one 120V load, I would make it a MWBC downstream of the 240V tap to balance the load on the phases and minimize the current on the grounded conductor.
