multi-tenant circuit pass thru

Trying to find code that details how circuits/branch feeders can be run through adjacent residence of a multi-tenant building.
The circuits originate in a different floor and pass thru the ceiling below the unit.
I didn't think it could be done but have an existing issue in a low rise 10 story building.

I don't know that routing a feeder through another tenant space is prohibited at all.

I'm not sure a 10 story building can be considered low rise
