I'm not so sure they're referring to those Polaris Connectors, because I've never heard them called T-taps?

We've always called them insulated taps.
 
So is a T-Tap actually a splice? How is perfromed exactly? THanks.

it's a molded composite insulating material that has a pair of toothed inserts that bite
thru the insulation, making a connection. there is a bolt in the center for tightening them up.

they can be done on live conductors, but not where the tap is under load. it'll draw an arc and won't
make a good connection. the feeder can be energized and under load.

they are a permanent connection, and UL listed
