SER to Spa Box / Sub-Panel

Hi. New here. 680 is quite confusing to me.

Can I run a SER cable outside to a spa box and/or sub-panel for spa only. It has 1 bare egc inside cable.

The answer was No. 680.42, 680.42(C) , 680.21 and 680.25(A)
