I don't know the answer but what year-- the title has 1989 and your post has 1980?

A quick look suggests that it's whatever was in effect in 1968, but NYC has always heavily edited the national codes. The have a phone number for code questions, (212) 566-3206, but the guy's not coming back until mid-October. If his voice on the message is any guide, he might never be back, so ask quick!
