See 240.92 (C) for options to protect the secondary conductors and locate the circuit breaker as far as needed from the transformer.
The secondary circuit breaker can be located any distance from the transformer if overcurrent protection is provided. For example, connect an over current relay to CT's on the transformer 4.16 kV bushings and have it trip the high voltage breaker. Secondary conductor overcurrent protection is provided by the relay.

Something is not right here. Are you asking about the 26.4kV primary feeder or the 4.16 kV secondary feeder? If the former, there is no limit. If the later, see the previous responses.
