The installation in the photo is fine except for the bottom strap being more than 12" from the meter pan.

Exactly, those rubber seals don't stop the water for long. Most of those connectors end up with an extra layer of sealant eventually, in my experience. May as well start now.

I have always wondered about this , it just seams that it could be subject to damage.

Why is it subject to any more or less damage just because it is near a window? An opening where materials regularly are passed through maybe, but a window on a dwelling??

The open conductors at the head are all that need clearance from a window.
