The installation in the photo is fine except for the bottom strap being more than 12" from the meter pan.
And of course that the additional silicone or putty hasn't been applied to the top of the SE connector - yet.
Give it time . . .

Exactly, those rubber seals don't stop the water for long. Most of those connectors end up with an extra layer of sealant eventually, in my experience. May as well start now.
