High bay lights

I am working on a multi-use building and installing high bay lights with cfl lamps.The fixtures came with a 6' cord is a receptacal and cord cap reqiured or can I hardwire it. The nec 410.62(c)(1) is unclear to me. Any help would be appreciated.

If the fixture only has a cord, I don't see it meeting the 410.62 (C) requirements to exclude the plug.
 
There are no requirements that you supply a cord cap; you can hardwire it. I probably would. But it may be helpful to have the cord cap there.

When replacing ballasts it becomes your handy dandy disco.
