I'm only getting a little off the subject here, and perhaps not off the OPs question.
The work I do most commonly involves industrial hydraulic systems. My primary customers used to occasionally have me field install combination starters on systems as part of commissioning. Neither I nor they are in any way 508 compliant.
It is our interpretation that not even a combination starter can be field installed any longer ... arc flash criteria are unknown ... and a panel by a shop with 508 certification is necessary. Further, no longer can the disconnect allow troubleshooting in the starter enclosure with 70E criteria being met. There has been other discussion on the decrease in use of through-the-door disconnects and remote (often mounted on the side of the main panel) disconnects.
I know that the farmer with the air compressors, and 90+% of my customers don't give a darn about these things, but our liability insurance does ... how do your associates feel about this, and how do you handle it?
