When installing 480v delta to 208y/120 transformer. does the primary side need to have a egc to the transformer ?

That depends on whether you are using a metallic race way. If using one then no you can use the race way, if non metallic then you have to have a ground, terminated to the case.

If there is no metal waterline or building steel inside of warehouse to connect to for the gec would installing a ground rod serve the same purpose as a waterline or building steel ? Thanks in advance.

Just to be clear here. you are talking about the XO GEC bond to ground and not about using a rod connection as a substitute for a primary EGC, correct?

OP said EGC, not GEC.

yes the XO GEC . There isn't any waterline or building steel and wanted to use a ground rod. Is this ok ? Sorry for the confusion and asking the second question above.
