I have a detached garage where the HO would like the grounding conductor for the subpanel to exit the structure (and attach to the two ground rods) some distance away from the panel, around 25 feet away, or even around the corner on the rear side of the garage to hide the conductor, if possible (that would be more like 35 feet away from the panel).

I can't find anything prohibiting the idea, but I'm not sure it would be allowed, either.

Any thoughts?

You are OK. But depending on the size of the Grounding Electrode Conductor you may have to protect it against physical damage.

Don't know exactly what he wants to hide, can it be run down the inside of wall and exit near grade and be acceptable?

Long masonry bit angled down and outward and exit the foundation - maybe even exits below grade level and then it is completely concealed.

Just doesn't like the look of a wire on the outside. I proposed drilling through the block to penetrate underground like you suggested, but the HO prefers hiding it out back vs. poking a hole in his block...

Apparently cost of copper is not an issue then, most people that would be the easiest way to talk them into what you wanted.

Sleeve it in PVC? How does his feeder get to the building? I often just tie the ground conductor to the feeder conduit for underground feed, if direct bury conductors then ground wire goes inside the conduit.
