Does this requirement allow the installation of a manual switch on the load side of the occupancy sensor to manually bypass the automatic shut off feature when work is being performed in an electrical room. Also, is the installation of manual timers allowed.

If the manual switch can bypass the sensor then there should be no issue. It is compliant.

I agree with Dennis, the purpose here is to ensure that the lights don't automatically shut off while someone is in the room working.

A switch to bypass the Occ sensor would be OK.

A timer to bypass the Occ sensor would not meet the requirments, IMO, since it would still automatically turn off the lights after a set time.
