splicing low voltage cables

Can low voltage cables (24 volt) be splice without a box. If so, where is it allowed in the code?

That really depends on what the cables are for and what code sections apply to the installation.

Even conductors operating at 600 volts can be spliced in the open sometimes. Look at how overhead services are usually connected to the service drop.

As kwired has stated, it depends on where the installation occurs and what is being feed. If it is aunground installtion, LV lighting conductors as per article 411 or door chimes, the question cannot be examined or replied to without pertinent info.

Since you said 24 volts are you referring to Class 2 conductors such as thermostat conductors?
