Do dorm rooms that do not have cooking applications in each room but does have a kitchen on the first floor require AFCI breakers for the outlets in the dorm rooms?

No. NEC 210.12 requires AFCI in dwelling units only, and this is not a dwelling unit. 210.18 goes on to require AFCI in dorm rooms that have permanent provisions for cooking, and your building does not.
