Use for lighting contacts

I am updating a facility that was built back in 1963, and for some reason they used lighting contacts to control lights in the High and low bays. Now fast forward to the present. There are 18 400 HPS lights in the High Bay that go to light switches on the wall, then to relays then to 7 breakers in the 208/120v panel. Are the lighting contacts really necessary? We are changing the low bay lights to LEDs but I don't see the need for the lighting contacts unless it's for emergency stop but there's no drawing evidence that's what they are used for.

By the way we plan on using 9 LED lights in the low bay and feed them at 208v.

sounds like a good design. all the current for the lights goes straight to the point of use and not through the switches, limiting voltage drop, etc. Presumably, with LED fixtures, you won't use as much power, but still (sounds like, from what you said) it could be a well-designed system.
