Transfer switch height

Is their a min height that an auto transfer switch can be installed?

This is not service rated so the breaker handle code does not fit this as I see.
Their is limited space in this install so the lowest I can get it would be 5'5" to bottom of switch enclosure. The enclosure is 4' tall and the electrical connections are installed center of the switch enclosure.

This install would require a ladder for maintenance.

The only concern would be is if the the need arose to manually switch the contactor.

240.24 a 4 may be an exception to this Im just not sure I understand exactly what there saying about utilization equipment in this scenario.


NEC 240.24(A) generally requires overcurrent protection to be readily accessible, without
resorting to portable ladders. However, 240.24(A)(4) allows overcurrent devices to be
accessible by a portable means when they are adjacent to utilization equipment that they
supply.

Very few transfer-switches do not include a manual means of transfer.


404.1 Scope.
The provisions of this article shall apply to
all switches, switching devices, and circuit breakers where
used as switches.


404.8 Accessibility and Grouping.
(A) Location.
All switches and circuit breakers used as
switches shall be located so that they may be operated from
a readily accessible place. They shall be installed such that
the center of the grip of the operating handle of the switch
or circuit breaker, when in its highest position, is not more
than 2.0 m (6 ft 7 in.) above the floor or working platform.

In my opinion if the transfer switch can be operated manually the 6'-7" limit applies.
