meter and service rated transfer switch

I have a meter mounted on utility pole with a service loop [ power feeds down pole into meter ,then back up pole with 3 wire]. the 3 wire
overhead feeds a service mast on house to a 200amp. main breaker 30 circuit panel.There is no disconnect on pole.
If we add a 200amp. S.E. rated transfer switch on meter pole do we need to change to 4 wire.

Is there any reason why you can't you mount the xfer switch on the house and re-work the service mast into the xfer switch? That way you'll only have to re-feed either 200 amp SER cable or individual xhhw or thhn conductors in conduit to the main breaker panel.

The mast runs down thru wall into basement to main panel. The house has concrete driveway between pole and house,there is know were to get the generator feed into the house without cutting the concrete.
