Disconnect Required for Iso Transformer like for motors?

In an industrial setting, is there a requirement for having a disconnect provided at an accessible location for a floor-mounted motor drive isolation transformer (transformer is installed between the bus drop and the motor control panel) or does the disconnect at the bus plug (30 feet in the air) suffice (provided the fuse rating in the bus plug properly protects the primary of course)?

Is that in the 2011 Code issue? We are still under 2008 and there is no 450.14 in the 2008. Can you cite the article?

Here is the text of 450.14 which is a new code section in the 2011 NEC.

450.14 Disconnecting Means. Transformers, other than
Class 2 or Class 3 transformers, shall have a disconnecting
means located either in sight of the transformer or in
a remote location. Where located in a remote location,
the disconnecting means shall be lockable, and the location
shall be field marked on the transformer.
