How do you decide what breaker to put a tvss on?

Most manufacturers will indicate a recommended circuit breaker in their installation instructions or other product data.

And if they do not how do you do you decide? and how do you know what size tvss you will need? That is the exact same answer I gave I really need more info.

If the manufacturer of the TVSS will not recommend a breeaker, I would not use that product.
The TVSS is not a load, except briefly during a surge.
You could opt to size the OCPD to the wire feeding the TVSS.
The problem comes in that the magnetic element in the OCPD needs to be set above the likely current when the TVSS is doing its job. I know of no easy way to determine that value.

Typically a 30A breaker is recommended.
You want the physical location of the breaker to be closest to the incoming lug or main breaker.
Keep the leads absolutely as SHORT as possible.
Personally, I prefer not to have the panel vendor NOT supply the TVSS as I have a personal perference for the quality and supplier of the TVSS. I have it mounted on the side of the pnlbd in line with the breaker feeding it.
