What are they talking about when they say...

A short-circuit protective device shall be provided on the load side of, or as an integral part of, the service disconnect, and shall protect all ungrounded conductors that it supplies.

Note that this is in a section of the Code for Over 600v
I'm not sure I understand your question but it basically states that a "Service Disconnect" will include or be adjacent to the short circuit protective device (fuses or otherwise).
This is similar to 230.91 for services under 600v.
