Exterior Lighting Control Conditions

Just need some help figure this out, say you have a building with exterior lighting (wall mounted) and site lighting (small parking lot) what is the best way to control each if you have both a timeswitch and a photocell: this is what I was thinking:

Exterior Lighting: ON-Photocell, OFF-Timeswitch
Site Lighting: ON-Photocell, OFF - Photocell


Is this the right way of going about the controls?
 
Usually it's the other way around, building mounted lights are used as security lighting, while parking lot lighting is used only during business or occupied hours (time clock off)
 
I started in lighting in Maryland where I learned to love photocells. Then moved to Syracuse where I quickly learned that in a place where you get less than 70 sunny days per year, endless snow, and lots of rain, photocells aren't the best choice. Where you live should impact your decision on controls.

If you are planning on new lighting I recommend E-HID. You can turn them on and off however you wish, but also dim during those middle hours when bright light isn't necessary. Duraguard makes area lights complete with E-HID and the price point isn't absurd.
 
In my experience, whenever a photocell AND time clock are spec'd, it is usually photocell on/off with the time clock set to turn off parking lot lights in the middle of the night for energy conservation. Lights on the building remain on all night for security and aesthetics.
