We have a emergency generator that has been not functioning right when needed, it fails to supply power on utility loss.

Can a gen be tested for an output[480v 1000kw] without being connected to a switchgear ? We need to know if its capable of suppling power in place of utility loss. There is no transferswitch or load bank. Gen gets started offline without a load but that does not help us .

Can gen people disconnect gen from incoming power to test it [confirm it can supply power] while we are not removed from the utility ?

We realize that all the sensors and relays are inside switchgear ,can most of them be installed inside a control panel mounted remotly from swichgear ?
Sorry for all the questions but we like to have know some options before calling a contractor to look into this, none of us have this kind of expirience.
Thank you for your help.

Can't answer your question without "a lot" more detail...

...but what I'm currently wondering is how you have an emergency generator connected without a transfer switch???

I agree with smart$, not enough info, and no transfer switch?? If that was the case, the generator could act as a motor...I will assume you have a switch.
If a generator runs, it should be generating. Unless you have lost field, then field flash.
Are any error lights coming up? What type of Gen? size?peak shave?
