If that is true then it was not well enforced. I have worked on a lot of houses built in the '60s and '70s that did not have two circuits and a batch of them had 15A circuits to kitchen also.

I found this. Notice that it includes laundry

1959 NEC
220-3 b Receptacle Circuits, Dwelling Occupancies
For the small appliance load in kitchen, laundry, pantry, dining room and breakfast room of dwelling occupancies, two or more 20 ampere branch circuits in addition to the branch circuits specified in Paragraph 220-3 (a or b) shall be provided for all receptacle outlets (other than outlets for clocks) in these rooms, and such circuits shall have no other outlets.

I think it would be ... imo, something interesting to collect, saw an 1897 code book go for $1225 on e-bay, i believe its was only 55 pages

Now what year did the NEC require both to serve the counter top?

the other question should be: What year were they required in you area?

we must remember many states and local jurisdictions didn't adopt the NEC like we do today, for many years there was areas that really had no codes adopted, so if your trying to apply grandfathering laws your in for some long research at your public library or town hall on older codes.
